Bonus for rail freight

The CEE bonus concerns the establishment of a rail freight service provision contract for goods that were previously transported by road. The operation is set up in accordance with the standardized operation sheet TRA-SE-116 “Rail freight” downloadable below.

Who can benefit from the increased bonus?

Eligible are shippers, legal entities directly entrusting the transport of their goods to a rail freight operator.

What operations are involved?

A contract between a rail freight operator and a shipper for which the goods were transported by road freight prior to this contract is eligible. The renewal of the contract may give rise to a new issue of energy savings certificates (CEE). The duration of the contract (initial or renewal) is at least three months. An operation is a contract, initial or renewal.

Eligible are tonne-kilometres travelled in conventional freight transport and tonne-kilometres transported using a maritime container.

Who receives the bonus and what are the bonus amounts?

The shipper is the beneficiary of the increased CEE premium. The volume of energy saving certificates (CEE) is multiplied by 4 compared to the volume calculated by the sheet TRA-SE-116. The amount of the bonus depends on the expected volume of CEE and the offers of each eligible person offering assistance for this type of operation. Shippers are recommended to compare the offers of several eligible persons.

Since when?

The increased CEE premiums concern operations initiated from October 29, 2022. The date of commencement of the operation is the date of the contract between the rail freight operator and the shipper.

Which companies offer these deals?

The enhanced premiums can be offered by persons eligible for the CEE system. These are mainly energy sellers and their delegates.

What are the steps to follow to benefit from the increased bonus?

1. Check that I am eligible;

2. Choose the eligible person offering the rail freight bonus;

3. Accept the offer of the eligible person before signing the rail freight contract;

4. Sign the rail freight contract with the rail freight operator. The form TRA-SE-116 details the information that must be included in the contract. The documents certifying the modal shift from road to rail for the transport of the same types of goods within the meaning of the NST 2007 system (level 2) are annexed to the contract. The renewal of an initial contract concerns the same rail freight operator, the same shipper, the same type of goods under the NST 2007 system (level 2) and the same number of tonne-kilometres to be carried out on the national territory. The start date of the renewal immediately follows the end date of the previous contract;

5. The rail freight operator draws up a traffic report, the content of which is detailed in the form TRA-SE-116. When the duration of the contract (initial or renewal) is less than or equal to 6 months, the traffic report covers the entire duration of the contract. When the duration of the contract (initial or renewal) is greater than 6 months, the traffic report covers a period of 6 consecutive months. The period between the date of signature of the contract and the end date of the traffic report is a maximum of 12 months;

6. Return the documents (invoices, affidavits, etc.) to the eligible person or their partner within the specified time frame.

In what form will I receive the bonus?

The bonus can:

  • Can the CEE bonus be combined with other aid?
  • The shipper may only claim, for the same transaction, a single premium paid under the energy savings certificates (CEE) system.
